Resumen
Las municipalidades tienen la responsabilidad de implementar programas de gestión
ambiental para el uso de los remantes sólidos domiciliarios en resolución a la normativa
vigente. Por lo que, la presente investigación titulada: “Gestión integral de los residuos sólidos municipales en el distrito San Andrés - Pisco”,
plantea el siguiente problema de investigación: ¿Cómo evaluar la administración
completa de los remanentes sólidos comunitarios en el distrito de San Andrés-Provincia
de Pisco? y tiene como objetivo: Evaluar la gestión integral de los residuos sólidos
municipales en el distrito de San Andrés-Provincia de Pisco. Se partió de la hipótesis
general: La gestión integral de los residuos sólidos municipales en el distrito de San
Andrés-Provincia de Pisco, cumple con la normativa técnica y legal establecida. La
investigación es de tipo descriptivo-explicativo. Se realizó una revisión teórica de la
gestión ambiental en relación a la actuación de las municipalidades en el uso y disposición
final de los remanentes sólidos. Se aplicaron 269 búsquedas a la población del distrito de
San Andrés-Provincia de Pisco y 10 encuestas a las autoridades de la Municipalidad de
San Andrés. Se concluye que la Municipalidad no aplica un Programa de Gestión
Ambiental para la capacitación, sensibilización ambiental y no establece estrategias para
el uso de los remanentes sólidos municipales por parte de la población. Asimismo, en
base a la encuesta aplicada a la población, se concluye que no tiene beneficios de
actividades para el uso de los remanentes en sus viviendas y no existe una relación de
trabajo con la Municipalidad, por lo que existen deficiencias significativas que generan
contaminación ambiental en el distrito.
The municipalities are responsible for implementing environmental management programs for the management of household solid waste in accordance with current regulations. Therefore, this research entitled: "INTEGRAL MANAGEMENT OF MUNICIPAL SOLID WASTE IN THE SAN ANDRES - PISCO DISTRICT", raises the following research problem: How to evaluate the integral management of municipal solid waste in the district of San Andrés -Province of Pisco? and its objective is: To evaluate the integral management of municipal solid waste in the district of San Andrés-Province of Pisco. It was based on the general hypothesis: The integral management of municipal solid waste in the district of San Andrés-Province of Pisco, complies with the established technical and legal regulations. The research is descriptive-explanatory. A theoretical review of environmental management was carried out in relation to the performance of municipalities in the management and final disposal of solid waste. 269 surveys were applied to the population of the district of San Andrés-Pisco Province and 10 surveys to the authorities of the Municipality of San Andrés. It is concluded that the Municipality does not apply an Environmental Management Program for training, environmental awareness and does not establish strategies for the management of municipal solid waste by the population. Likewise, based on the survey applied to the population, it is concluded that they do not have good practices for the management of waste in their homes and there is no working relationship with the Municipality, so there are significant deficiencies that generate environmental contamination in the district.
