Resumen
Los Proyectos de Inversión pública desarrollados en Perú, se realizan con la finalidad del
cierra de brechas, por lo que participar en cualquier etapa del ciclo de Inversión de cada Proyecto,
desde el inicio de Idea, pasando la formulación y evaluación, teniendo su factibilidad para ser
ejecutado y finalmente pasar al funcionamiento, es una forma de contribución directa al desarrollo
del Perú.
Con esa motivación, de ser parte directa del desarrollo, la experiencia descrita en la presente
memoria, se basa en la experiencia laboral en Proyectos de Telecomunicaciones direccionados a
la Instalación de Banda Ancha para la Conectividad Integral y Desarrollo Social de las Regiones
del Perú, donde, se entiende por Banda Acha, al acceso en alta velocidad a internet, siendo
claramente una necesidad directa de la población, por lo que el Estado busca impulsar el
desarrollo, utilización y masificación del uso de internet, convirtiéndose legalmente en “la
necesidad Pública e interés Nacional” (Ley N°29904 Art. 3)
Con la Ley N° 29904, Ley de Promoción de la Banda Ancha y Construcción de la Red Dorsal
Nacional de Fibra Óptica, tiene como visión que el país cuente con una conectividad total del
estado; integrando las provincias, distritos y centros poblados, utilizando los servicios de
telecomunicaciones a través de Redes Troncales de Fibra Óptica, Transporte y acceso de
microondas.
Estos proyectos cuentan con una Red de Transporte en cada región que se conectan con las
capitales de Región con fibra óptica en forma de anillos. Entonces a partir de esta red se proyectará
una Red de Distribución, que conecta las capitales de Región con sus capitales de Provincia.
El Perú tiene 24 Regiones, de las cuales, se tiene 21 Proyectos de Banda Ancha en cada región
entre proyectos culminados y en ejecución, quedando pendientes 03 Regiones: Loreto, Madre de
Dios y Ucayali.
Estos Proyectos, son Proyectos de gran envergadura, por lo que, para ser posible su ejecución
intervienen diferentes especialidades, donde entre las diferentes áreas se requieren de Ingenieros civiles.
The Public Investment Projects developed in Peru are carried out with the purpose of closing gaps, so participating in any stage of the Investment cycle in each Project, from the beginning of the Idea, through the formulation and evaluation, having its feasibility for be executed and finally go into operation, is a form of direct contribution to the development of Peru. With this motivation, being a direct part of the development, the experience described in this report is based on work experience in Telecommunications Projects aimed at the Installation of Broadband for Integral Connectivity and Social Development of the Regions of Peru, where , Banda Acha is understood as high-speed Internet access, clearly being a direct need of the population, for which the State seeks to promote the development, use and mass use of the Internet, legally becoming "the public and National interest” (Law No. 29904 Art. 3) With Law No. 29904, Law for the Promotion of Broadband and Construction of the National Fiber Optic Dorsal Network, its vision is that the country has total state connectivity; integrating the provinces, districts and populated centers, using telecommunications services through Fiber Optic Trunk Networks, Transportation and microwave access. These projects have a Transport Network in each region that connects with the capitals of the Region with fiber optics in the form of rings. Then, from this network, a Distribution Network will be projected, which connects the capitals of the Region with their capitals of the province. Peru has 24 Regions, of which there are 21 Broadband Projects in each region between projects completed and in progress, with 03 Regions pending: Loreto, Madre de Dios and Ucayali. These Projects are large-scale Projects, therefore, in order to be able to execute them, different specialties are involved, where CIVIL ENGINEERS are required among the different areas.
