Sistema de intermediación digital y su relación con la inscripción de actos en el registro de predios dentro del contexto de la pandemia por COVID-19 en la zona registral N° XI sede Ica durante el año 2020

Resumen
La Superintendencia Nacional de los Registros Públicos (SUNARP) es un ente descentralizado
adscrito en el sector justicia, y tiene como deberes el fijar aquellas políticas y normas registrales, así
como encargarse de la planificación, organización, coordinación y supervisión del proceso de
inscripción y publicidad de todo acto que sea materia de inscripción a través de la presentación de un
título, tiene una larga tradición a la vanguardia con el uso de la tecnología en relación con otras
instituciones del país, ejemplo de ello lo tenemos en la generación de asientos electrónicos aprobada
por Resolución N° 127-97-SUNARP, la implementación de la publicidad registral en línea aprobada
por Resolución N° 043-2003-SUNARP/SN, o el Sistema de Intermediación Digital (SID) aprobado
por Resolución N° 234-2014-SUNARP/SN. Es sobre el Sistema de Intermediación Digital (SID) que
encontramos nuestra situación problemática, pues su creación obedeció básicamente la necesidad de
dotar a los Notarios Públicos de una herramienta que les permitiera presentar al registro una serie de
actos a través de partes notariales electrónicos apoyados en firmas electrónicas (Ley N° 27269). Esta
solución tecnológica, inicialmente estuvo diseñada para la constitución de MYPES, de forma
progresiva en las diferentes oficinas registrales, siendo el caso que su eficiencia obligo a que se
ampliara el número de actos que podían ser materia de presentación, así como las partes intervinientes
en cada uno de ellos. Con la declaratoria de emergencia sanitaria y la declaratoria de estado de
emergencia nacional por la covid-19, el uso de la tecnología se hizo masivo, obligando a entidades
públicas y privadas, a implementar sistemas de servicio adecuados y eficientes para poder atender los
requerimientos de los usuarios, sistemas que en la actualidad son parte de nuestra vida cotidiana. Es
entonces, intención de la investigadora conocer de qué forma influyó el SID en la inscripción de actos
registrales, de forma particular en el registro de predios de la zona registral N° XI sede Ica.

This technological solution was initially designed for the constitution of MYPES, progressively in the different registry offices, being the case that its efficiency forced the number of acts that could be the subject of presentation to be expanded, as well as the parties involved in each one of them. With the declaration of a health emergency and the declaration of a state of national emergency due to covid-19, the use of technology became massive, forcing public and private entities to implement adequate and efficient service systems to be able to meet the requirements of users, systems that are currently part of our daily lives. It is then the intention of the researcher to know how the SID influenced the registration of registry acts, particularly in the registry of properties in the registry zone No. XI, Ica headquarters.
